I guess my perspective is from a player, not a lobby maker, so fair enough. That was aimed at getting more lobbies started, rather than having multiple that are half filled, but now you mention it, it is likely to penalise those who put one map up first.
Not sure restarting the lobby is that big of an issue, as some of the players might relocate to the other more filled lobby if given a reminder that there is one.
Just trying to offer a different solution to limiting the number that can be put up, as this seems to be the only idea brought up so far. Something also needs to be done to remove near empty lobbies that have sat there for hours, but I guess it doesn't fit with a solution to this problem.
