I hosted my server on tf2 center yesterday, and I wanted to host it again to play with friends. And it says that the lobby already exists. I checked the url that was assigned to my server/lobby and everyone that was playing last night in the lobby is still there. Anyone know how to "refresh" the lobby to make it empty or remove the server from tf2center so I can readd it?

Kid,

There are two things going on here.  The error message that says "lobby already exists" means that there is currently another server trying to start a lobby with the same parameters as the one that you are starting.  This avoids duplicate lobbies in startup.

The "url assigned" is a temporary thing, and is of no use after the lobby is done.  It remains for you so that you can reconnect or for admins so that we can see what transpired in the lobby in the past for research.
