I played against him in a lobby earlier today and noticed something fishy. Upon further looking into it I'm convinced he's hacking. The linked demo file is the only STV I could get a hold of. He doesn't appear to miss a single shot. The following are logs from that match as well as others that are suspicious, all from today or yesterday:

He has no competitive experience and his log history only goes back to late July of this year.

always fun to watch these demos, looks like smooth aimkey, definitely not legit stuff there + his movement

ok nvm tick 30000 the sniper kill, thats exactly how aimassist looks like :3

Why do mathematicians confuse Halloween and Christmas? Because 31 Oct = 25 Dec!

I'm indecisive.

Tick 6,000 and tick 7,500 look like wallhacks to me, but I'm simply not sure. His stats are off the walls, but he could be an alt.

Could another moderator check this one out?

4000 hours makes it very unlikely its an alt

i played him in this lobby

i had a very difficult time 1v1ing him and i dont think i was able to flank/surprise him once

if he is a legitimate player hes very good at aiming independent of his movement because he basically hits 90% while spamming spacebar against any class

I played with this guy before. He's incredibly good, I doubt he may be hacking. Wall-hacking should rarely be brought up due to how clear/accurate a person's mumble comms can be.

A server demo is the best way.  It allows us to watch from any player's point of view.

I don't know "prerecord" but typing "record <filename>" in console will record  a demo from your point of view.   I hear that prec is now fixed, which will automatically record every second played in competition mode.  This is usually required for leagues.

FYI, often servers with sizzling stats .ss upload server demos after a match.

I have seen enough.  For the first round, as scout, player is continually following the medic by watching him through walls.  IMO wallhack, at least.
