Related to this report, these players repped an obviously present player to let Mario in.  There was no ambiguity about whether Punda was available to play.

Here's a very similar recent report.  The outcome was a weeklong ban for all participants. http://forums.tf2cen...1758-rep-abuse/

 

I have friends and we manage to play together without ruining other peoples' lobby experience.  When I've been in Mario's situation, I just didn't play the lobby.

Pulled the logs.

It spells out like this:

Punda gets rcon (sm_admin) kicked over and over again.  Guy is just joining a lobby.  Since lobby leader is jk!mario, I guess that is on him.

 

Mario tries to join straight out, but is not allowed.

 

Bunch of people !rep Punda until he is kicked out by tf2c.
