StrangesReset was constantly kicking me from the BLU Soldier slot until another player joined. He called me autistic, insulted how I played, and lied about how I blame others for my deaths. Later, he showed up on Mumble and insulted me even more.

I was trying to join in that same lobby as pyro, and he kicked me from the slot over and over.

The kick/ban tools are for use at the lobby leaders discretion. Simply play in another lobby if the leader won't let you play there.
However, the language he used is unacceptable.
Therefor, he has earned a 1 Day Chat Ban for Offensive Language
