He was spamming his youtube channel the whole match both in game chat and mumble (he came to our team mumble) as you can see here http://i.gyazo.com/1...3e9bbe191fd.png and here http://logs.tf/30558...561198130458828 (chat). The spam on mumble made an annoying sound repeatedly.

Yeah, the png shows a bunch of spam to mumble.  This guy wasn't in mumble to play, but rather to grief.

 

I'm going to call mumble chat spamming "mic spamming" because it has about the same effect.

 

2. Inappropriate advertising

3. Spamming
Sending the same message repeatedly to flood the chat, and may include the excessive use of nonsensical sentences or structures. Please note we expect players to speak English, and refusal to do so may constitute a violation of this rule.
4. Microphone Spamming 
Using the microphone to make non-communicative noises, including but not limited to the use of microphone pass-through tools to play music, nonsense noises, screaming, singing, or otherwise inappropriate use of the microphone.
 

Since I didn't catch him in the act, perm mumble ban is not possible.
