i offclassed 1 minute and 36 seconds,lobby was 16 minutes long     http://logs.tf/1482395

Repping the enemy sniper/engie because their play is effective is not a valid reason.
If a player is found to be spending more than 40% of the lobby as an offclass for any reason they will be in consideration for a ban.

We have a new rule, which is if the outclassing option is disabled, offclassing will only be allowed at last regardless of time. Rule page will be updated soon. Since you did not know, consider this a warning.
