So, i join this koth_product lobby. And the leader gives him leadership. Instantly he bans their sniper who has around 3000 lobbies and 6000 hours. This was because he had more skill and "scared" him away. I then called him out on what he did resulting in a ban for me as well whereas i had done nothing wrong and nor had he.

As you can clearly see, lobby leaders are, within reason, allowed to ban whoever they want. I didn't ban excessively:)
