Player was using obvious wallhacks during the lobby. Got 44 headshots and outsniped a high level sniper many times and had 6 dominations. He exactly predicted every hidden movement behind walls,therefore he carried the whole lobby for his team.
You can check out the players profile, 300 hours of TF2 and also achievement-hacked.
Unfortunately, a new rule has been introduced that only teammates can initiate a report, hence he didn't get reported, because his teammates were enjoying the carry. ^^
