Blu team did not cap for over 5 minutes, and instead spawn camped until our team closed the lobby.

By tick 42000 it's clear they don't have any intention of capping. This kept us stuck in the lobby. Repping ourselves would only bring in new people to suffer the same fate. Thankfully someone on our team remembered if enough of us rep ourselves, it will close (tick 60000).

All of blu has 200 or more lobbies, so inexperience can't be an excuse. I also reminded them to cap. Nicely at first, then not-so nicely.

I put the leader as the main person since he could have closed the lobby, but all nine of the people on blu are responsible as any one of them could have capped.

Although its mean no rule was broken. You can think of it as they were giving you a chance at winning as you can always build an uber in spawn  pop out and possibly wipe them.  Ive seen it happen in lobbies before mostly on koth maps.
