I very much dislike offclassing in 6's, so if I give an offclassing player plenty of warning and they still don't switch, how do I kick them? It never works when I try typing kick into console

You shouldn't kick them from the server, you should !rep them...

Don't use # like you do in SourceMod.
Example:
rcon kickid 2
