My problem is that since about 5-6 November i can't normally play on lobbies. I connect to the server for about 2 minutes (10-15 sec for public servers) and then, when i join it's terribly lagging (1 frame per ~30 sec), but net_graph showing 150-200 fps and usual for me ping. But I've been playing around 120 lobbies before and I didn't have any problems. In addition, i still can join to ETF2L/UGC matches and play there normally. I don't know what the problem is it. Thanks.

This is a client side issue, not TF2C side.
Try using one of the many network configs, that solved the problem for a couple other players who had similar problems.
