Just a small bit of social engineering to cause a ban to mean more than play LOL for two more days then come back and grief.

Good idea. But let's make it slightly less lenient.
Let's say - players with a ban from the last 6 months can't enter.

If bans are that ineffective shouldn't they be longer?

 

What is the point in letting someone come back from bans if people are going to just check a box when making a lobby and now they can't play lobbies anyway?

I don't really agree with this idea. If people keep messing things up after their ban, they'll get another one, until they get perma-banned. That's enough of a problem that they don't need to be rejected from every single lobby (which isn't unlikely since no one really wants people who've been banned in their lobby).

I think bans, to some users, are not effective.  Unfortunately, you don't know when you ban them what person they are.
