I think a typical chat spam protocol is first a warning.  You could probably throw one in there.  For example, "Please don't spam, it is against the rules."

Not my job to warn people to follow the posted rules.  If I were staff I would warn him in chat, but I am not.  I post here so that staff can officially warn him and if he does it again he can get banned.  If I warn him and he does it again then whoever reviews the report will not count my warning as official and will only warn him again.

 

I do almost always tell people I am reporting them so that if they feel they shouldn't be warned/banned they can come here and post (which he has not done.)
