TF2C system allows any player to take their own substitute spot after being reported as long as it is not done manually, this is additionally NOT subject to a counter so can be done indefinitely. This might be a bug. Although there are no rules forbidding self-substitution it was clearly seen that people have been banned for an arbitrary duration of time for this behaviour BUT only if an administrator sees it (me included). Players doing so without an administrator finding out are NOT punished.

This is a feature when a player joins the game server just too late; when we detect the player is underway, we let the player take his own sub, so to speak. I have used this feature many times myself.

 

So we're talking about hypothetical loops; if other players get tired of a player timing out, rejoining, etc... they will eventually manually ban him, if they like to do so. If not, it's not a problem.
