There are several issues

1/ Automatic connection via TF2C routed this through IP and not the FQDN, which does not work
2/ Manual connection via TF2 console worked but connection was rejected remotely

Console logs are as follows

From what I can see this is a TF2C bug and potentially a race condition as I took the slot shortly after the lobby readied up and the slot vacated due to the original player occupying the slot not confirming in time.

Valve has currently broken the Steam browser protocol: until they fix it, use the TF2 connect url, and paste that in your in-game console...
