I was banned for "Major lobby leader tool abuse to stack lobby"

1. I had 2 friends in the lobby, both of which were added before any of the people I banned were banned, the people who joined after the bans were randoms.
2. I had no intention to stack, and the bans weren't indiscriminate. I banned the players because I checked their logs and they all averaged below 200 dpm or either had really bad stats in 1 or 2 previous games they had played recently. The players that I let stay weren't amazing by any stretch, I just didn't want to have to carry bad players.

Four bans, total.
 
I watched you ban all four of them, three of them were banned with low lobby counts. If you weren't trying to stack the lobby, why didn't you also ban the very low lobby count demo and medic from the other team?
 
Also, banning players solely because they under-perform is not allowed under any circumstance, except in the event that their poor performance is caused by trolling or unsatisfactory internet/ping.
 
If you don't want to play with bad players, set lobbies played requirements.
