It seems that tf2center is not configuring servers correctly for cp_steel (unless I have done something in my server that is causing this but I doubt it).  I set up a couple of steel lobbies this past weekend and every one of them we would play one round attacking or defending and then it would end the lobby instead of switching teams.  I have not had this type of problem with any other cp_ maps.

CP_Steel runs on a different configuration than the normal cp maps, which is probably why it is mistakenly executing the wrong config. This will hopefully be looked into soon.

yep, confirming steel is fubared, pleeze fix, only plays half round

Can someone link me a config that you would use for steel so I can compare it with the current production configs?

The lookups are quite naive at the moment - its cp_, so we'll use the 5cp config. We just need to add manual overriding for maps, since this should be stopwatch.
