when everyone is readies up and I hit "connect" it tries to launch the application with steam client bootstrapper, whatever that is, and I click okay and get this message "setup file gameinfo.txt doesn't exist in subdirectory hl2". I got reported because I couldn't join the lobby.

Can you start TF2 manually without getting any error messages? What browser are you using including version. One thing you could try is verifying your game files. You can do this by:
- Right click on Team Fortress 2 in the Steam Library screen and click Properties
- Click the local files tab on the Properties dialog
- Click the button "Verify Integrity of Game Cache"
- Let that run through for a while. It might find some corrupt files and require a redownload.
