The Butcher bird minigun is still not usable in lobbies. I have asked around and everyone I have asked have told me that the new skins from tough break have been added. I assumed that this was a bug.

Whitelists must be located on the server owned by the lobby owner.

The whitelists are directly copied from the various leagues (e.g. UGC or ETF2L)

TF2C does not set whitelisted items.  That is the responsibility of the lobby creator, who may or may not have the most up-to-date whitelist.

On some occasions, we have banned lobby creators from creating lobbies with incorrect or no whitelist.  In this case, I hardly think new skins are enough reason to think about lobby create bans.

In any event, it is out of our hands.  Sorry.
