I've been seeing people getting kicked because the lobber leader forgot to reserve. Then when the leader gets banned for abuse, they create a storm with admins and it goes down hill from there. I actually just watched this happen, and this "lobby leader" received a 1w lobby create ban. Simpler solutions would be to close the lobby, and re-open with reserved spots, but in this case, when the leader isn't as bright, he kicks everyone who joins the slot. If there was a feature to create/remove reservations, it would get rid of this problem. 

 

Either way, I assume there won't be anyone fixing this since TF2C is currently "understaffed".

If there was a feature to create/remove reservations, it would get rid of this problem. 

 

This is impossible due of technical limitations.
Brace yourself, we are currently in process of redefining the rules and our ban policy as we promised not long ago. We will include this case into a final version.
