I'm seconding this opinion.
When it comes to ragequit, mumble auto-bans, auto-kicking, etc. -- it matters much less the reason which is VERY hard to program. What matters is you were a player not playing, for whatever reason.
Lobby leaders have been given a certain degree of trust are the admins of their own servers, and there will always be ways for them to do unfair things to players. We need to address that particular bad behavior and not focus on the things that happen to the players that they abuse. We trust lobby leaders because they are the engine that drives our gaming here. Without people bringing servers to the table and offering to host games, we don't have lobbies for the most part.
Giving a RQ upon RCON kick is probably the correct case. I have personally kicked disruptive players many times. The assumption here is that for a GOOD reason a leader has kicked a player. I think this is much more often the case.
