Fairly straightforward. Have them download a folder with all the maps TF2C uses, then they install them and voilà. It's not terribly necessary, but it would be nice for people to know what maps they might play on.

TF2C already has a fastdl website that it has lobbies use upon startup, so that users don't necessarily have to have the maps prior to it and lobby owners don't have to worry if they can't/don't have fastdl. Atleast, this I was what I recall because it was that way for my server that I had just set up with no config.
