In a word, you are talking about a "Reputation/Karma" option, right? Otherwise I don't see any problems to contact players/mods via Steam.

You could probably add a badge that is displayed over profile (like donator) for those willing (and able) to coach? So that new player join the same team and go mumble may be. But who's gona currate those coaches is pretty heavy topic.

The members of TF2C, obviously active and experienced players.
In a word, you are talking about a "Reputation/Karma" option, right? Otherwise I don't see any problems to contact players/mods via Steam.
I'm talking about a button a new user can click that will put them in contact with an experienced player (In this case, can be the TF2C Members) who can help them in their first lobbies.

This is slightly off topic, but i had this idea for a while.
Would it be possible to implement a popup that shows up when a player below 5 (or whatever) lobbies played joins a med slot that informs him:
"Unlike in Pubs in comp Medic is one of the hardest classes to pick up" (Or something along those lines)
How i see it there are 2 types of completely new players that have their first competetive expirience on TF2C:
Those that are very confident and sometimes pretty arrogant.
But also those that are worried that they won't be good enough or that they will get a lot of hate.
I think such a popup would target these players very well, just recently i played a lobby with a med that had never played a lobbie before.
During pregame i asked him if he had any experience in comp, which he declined.
I then told him that med is one of the hardest classes to pick up, and before i was able to respond he apologised and disconnected.
I have absolutely nothing against new players and i encouraged a lot of my friends to try TF2C out, but a 0 lobby medic is most of the time just a default lost for that team.
If you have a new player playing heavy, demo or engie that can be a handicap but you can still win or play an enjoyable lobby.
That is not really the case if such a player plays med.
Anyways, just an idea i had flowing through my head.
I think it would overall benefit everybody, new players don't get frustrated and insulted and everybody else doesn't have to deal with 0 lobby medics.
