I've joined about 10 lobbies in the past week and all 10 of them gave me the same issue. Upon joining the server I cannot move out of the spawn area or can move at a snail's pace. My client doesn't seem to be able to upload anything to the game server related to movement yet I can still hear people using in game voice and see others walk normally. I've attempted to turn my firewall off completely as well as disable all antivirus being used. Without the TF2Center configurations I'm 100% able to connect to any server and play normally.

This is not related to TF2Center. It sounds to me you are either:

Joining lobbies outside your region and getting high ping

Have a terrible internet connection

Have a serious problem with your TF2. Suggest trying a verify to see if all your TF2 files are good.

As I've mentioned, I don't experience the problem on non center servers. The fact that I cannot connect to the server I pay monthly for when center controls it is clear enough to me that I'm not connecting outside of my region. I have absolutely no problem with connecting to the mumble server that center uses, either.

A demo of the problem would be useful because you are the only one to report this sort of behavior and we have 100's of successful lobbies a day.

Well, good news and bad news. Good news is that my problem has been resolved; bad news is that I look like an idiot. Some bad rate commands stuck in my cfgs from when I used ctrl+H was capping my rate at 1000 on certain servers. Found that out when I did a traceroute to a laggy server and experienced no packet loss. Apologies for the wasted time and poor attitude.

It's alright man :)

I was about to ask you if you had your network settings set correctly in your config etc. Glad you got it resolved.

Hey, I've been having the same issue as yourself. I completely deleted 2 config folders and validated my game cache hoping that it would reset the config but it's exactly the same. Should I just remove everything that's inside of the config and leave the folder? I am so lost, I really need this fixed.
