I'm pretty sure the time of day achievement would be done through location.

Any time based system will be using the TF2C server date and time for any calculations. Achievements are not client side.

Pre-game tryhard (most kills in pre-game)

 

we might need a custom plugin to fetch those stats

What about something like "Top Scores" and "Lobby Wins", maybe this would be easier to do via logs.tf, it shouldn't be too hard (although i have no idea whatsoever what im talking about in that matter), but it would be fun to get something rewarded for playing well.

Didn't tf2lobby track k/a/d and win:loss ratios and stuff like that? Achievements for winning/top scoring would be a nice step in that direction.

you can just play certain classes and get top score like heavy or demo.

Notoriously harder classes to fill are the ones more likely to topscore, so kind of a winwin if people play like that.

We're not tf2lobby and we're not interested in tracking these stats

Newbie friendly-- A player with under "INSERT NUMBER" lobbies gives the player a "thumbs up/ good teacher/ helper" on their profile etc

This could affect reliability and stuff (idk :P, its just an idea)

I was more thinking about getting an amount of total posts on the forum, not given my admins. 

Similar like the "lobbies players". But maybe this encourages spam?

Yes, I think it will lead us to a rise of a nonsense posts, but nothing more. Quantity =/= quality.
