Hours determine nothing, really. I started TF2Center at ~400 hours at the game and shortly after that UGC Iron competitive.
I'm not gonna bullshit you with game sense, here's some basic questions in order to start Highlander lobbies:
- Do you understand the maps and game types?
Includes payload cart push rate, control point capture rate, etc. You should be able to navigate the maps freely and know flanks, ammo/health packs.
If you can't properly navigate cp_steel, might as well not play lobbies.
- Do you do consistently good on public servers?
It doesn't matter if you win or lose, what matters is if you can deliver a good fight and cooperate with your team as the dice of public servers have rolled. Adapting to a situation, basically.
Some cynicism:
You could've just started playing, it's a lobby and you are supposed to learn. The general consensus around here is that people should know if they are ready to play the more advanced games which are on offer here. Your demeanor and attitude don't appear to be that mature, though. :3

"If you can't properly navigate cp_steel, might as well not play lobbies." What? I have yet to see a CP Steel lobby, hate that map! Don't see how this matters, knowing maps that are actually played is good tip though.

What does ESL even mean? I hope you are not talking about the sports league, because nobody can sound like a league.
My point about CP Steel intends to bring to example that, while you can hate a map, you should still be able to do decent on it, and being able to do simple things - like map navigation - is something that shouldn't be questioned on a website like TF2 Center dedicated to structured play. If you have no experience on stock maps from 2008, I don't think your teammates will appreciate you and this will result in a poor experience for everybody involved.
You rarely see a Steel lobby? Well I'd rely on a mod to bring up the actual stats. I agree that is not a popular map, however it is officially a competitive map.

I started comp with 600 hours (230 as my main though). It shouldn't be a problem.
