On November 1, 2012, Article 15.1 of the Federal Law of July 27, 2006 No. 149-FZ "On Information, Information Technologies and Information Protection" came into force. It discloses the procedure for maintaining the Single Register, the main feature of which is the restriction on the territory of the Russian Federation of access to illegal information. In this article, the following reasons for entering information into the Unified Register are provided:
1. Decisions of the federal executive bodies authorized by the Government of the Russian Federation with respect to those distributed via the Internet:
a ) materials with pornographic images of minors, as well as announcements on the involvement of minors as performers for participating in pornographic entertainment events;
b ) information on the methods, methods of developing, manufacturing and using narcotic drugs, psychotropic substances and their precursors, the places of their acquisition, the methods and places of cultivation of narcotic plants;
c ) information on the methods of committing suicide, as well as calls for its commission;
d ) information about a minor who has suffered as a result of illegal actions (inaction), the dissemination of which is prohibited by federal laws;
e ) information, the dissemination of which is prohibited by Federal Law No. 244-FZ of December 29, 2006 "On State Regulation of Activities on the Organization and Conducting of Gambling and on Amending Certain Legislative Acts of the Russian Federation" as well as Federal Law No. 11 of November 2003 138-FZ "On lotteries" on the prohibition of activities on the organization and conduct of gambling and lotteries using the Internet and other means of communication.
2. The specified information is entered in the Unified Register also on the basis of the court decision that entered into legal force on the recognition of information disseminated through the Internet network, which is illegal.
