We typically only ban players for alting if they are doing so to avoid a ban. If this user is avoiding a ban, you'll need a lot of evidence to tie his account to another one.
Because TF2Center has no skill ratings or ELO, alting for anything other than avoiding bans or breaking rules is fine.
