Allow lobby owners to change medic requirements

This change consists of changing the label for "no class restrictions" to "default class restrictions", where the default medic restriction would still apply. Furthermore, the server would no longer apply a default 25 lobbies requirement on the medic if a non-25 lobbies requirement is placed on the medic.<br />Pros/Cons:<br />Pros:<br />* This change would allow teams like mine to lobby up against random players. Our medic main has significant competitive experience and like 3.3k hours but does not use TF2Center much. While he can join a reserved slot, after some time TF2center "unlocks" all slots if the lobby does not start, which for some reason kicks our medic from the slot.<br />* Could also allow an hours instead of lobbies requirement. May be useful for some players.<br />* May allow better players to play medic, if there are no medic mains with 25 lobbies, for example, I might play as medic because I have the required 25 lobbies and our medic would play as spy instead. As a result, the team would have a better medic if we didn't require the medic to have 25 lobbies.<br />* Could allow noobs to get some lobby experience on medic. Nobody starts out as a medic god.<br /><br />Cons:<br /><br />* Could allow worse players to play medic. But this downside is limited by making 25 lobbies the default requirement, and only allowing it to be overridden by selecting custom limits.
