Bring back the reliability statistic.

I would also suggest a slight change to the reliability system.
I feel like the old reliability % went back to 100% way too fast.
I think you could fix that by taking the reliability statistic from a larger ammount of past games played. My suggestion would be 50.
Pros/Cons:
Pros: Allows lobby leaders to create lobbies with a lower chance of people leaving mid-game without reporting themselves and waiting for a sub to connect.

Cons: lobbies with a 100% reliability requirement could start slower because I feel like most people don't achieve such a high reliability % in tf2c.
