Persistent rep voting after player reps themselves.

Currently a mode of trolling in lobbies is to join the lobby and dick around, but report yourself before anyone else gets the chance. Assuming one stays in game until one is replaced (often never) there is no way to sanction a cooldown.

I propose a solution to this would be to let the command be overridden by the usual 4 votes , ensuring that a cooldown ban will be placed upon said player. That is, if a player who already reported themselves gets 4 rep votes, the mode is moved from "reported self" to "manually" and penalties incurred.

Where did find out that a self rep doesn't warrant a penalty? The only factor in that is waiting for a sub replacement or not...
