I feel like a lot of substitution spots take a while to fill because players are not aware of the current state of the match; a match that is already in progress would be less attractive to an engineer, say, who would lose out on setup time, or a medic who might find themself at an uber disadvantage from the very start. If on the bar that displayed the class, team etc also showed a match status (eg "Pregame", "Match Started --:-- Ago", "Score 2-0", "Number of Players Missing") then players would be much more likely to consider joining.
It would also be an useful addition to include the lobby number in the sub join tab, as sometimes there are multiple subs from different lobbies on the same map, which can cause confusion.
Pros/Cons:
Pros:
Fewer 10+ minute pregames waiting for players
Better knowledge of game situation before joining
Less need to advertise sub spots in main chat

Cons:
Chance of sub spots being ignored if multiple subs required
Chance of sub spots being ignored if game is a roll

I agree that a notification indicating that a lobby is still 'pregame' would be helpful. People are much more likely to sub if they know the match hasn't started yet. (and this is obvious because people from a lobby will post in chat saying 'sub engie, product, hasn't started yet' for example)

You both forget the case where a Lobby has already started, where it would become near impossible to fill. Instead, we would like to stick with this "gamble" when taking a sub slot ;-)
