So I'm recently trying out tf2 center and I realized that you can lose reputation for not loading in in 3 minutes or more, and since my current computer is a toaster, even with configs it sucks, so are there any ways to shorten load times?
Any ways to shorten loading times?

Best way to shorten loading times that I can think of would be to install a small SSD into your computer and reinstall Steam and TF2 onto that drive.

Shit quality video, but you can get the idea. Assuming the times in the video are relatively scale-able you might be looking at shaving a minute off the loading time, assuming you don't get bottle necked by something else in your toaster.
You can get a 120 gb SSD for like, $40+ USD https://pcpartpicker...e-sv300s37a120g
Also try Defrag and verify the cache and see if that speeds you up at all.

If you don't want to spend any money, just find any pub server running that exact map. Then you would have a warm start, which saves you a ton of time as well ;-)

You can create a local server with the same map as well so you don't need to search for a pub. Especially in case the lobby is running a custom map.
Example:
map koth_product_rc8
