Count Mumble and non-Mumble lobbies separately

Description:
I think mumble and non-mumble required lobbies should be counted separately towards the concurrent lobby limit (i,e if previously there could only be one HL lobby up, now there could be one HL-mumble and one HL-nomumble up.) Many people prefer playing Mumble lobbies as they are generally better practice and have better coordination. This also makes non-mumble lobbies take longer to fill.
Pros/Cons:
Pros:

People who like practicing in Mumble lobbies won't have to not play/ play a less coordinated game because the only game up is non-mumble.

People who like playing non-Mumble lobbies won't be unable to play because the only game up is mumble.

Cons:

Games could take longer to fill
