I have definitely played in 2013 tf2center, I have played when the website was called rc.tf2center.com too and when it first replaced tf2lobby. I have heard that it is bugged last year but it is still yet to be fixed or I have yet to recieve it.

#10423 Was the first Lobby you played in, which was created from 2014-01-13 04:05:11.969.

 

So definitely not in 2013.
