Advanced lobbies improvement suggestion/problem.

Background info: I mostly play HL NA lobbies.  
 
First off, I'd like to apologize if this has been posted before, I really did not see it. 
 
The problem I see with advanced lobbies right now is that I can't play them. I am jk. 
 
I see that they take forever to start if they even do. One might argue is that it is in beta and has a much lower database players (a problem you guys would run into as well if you make it a paid service). Well right now it is dividing the website, because not only advanced lobbies do not start as fast but also neither do normal lobbies anymore. In addition to this problem, I see that now normal lobbies are stacked more, due to the 3 players that should be in AL are on one team. I think many advanced lobby players would agree with me on that. 
 
It does not seem much of a problem as of now, but imagine 3 months of this. The obvious solution would be expanded advanced lobbies player database. But my suggestion is that everyone deserves to be a part of balanced and fair lobbies. Also as of how it is setup as of now, I can imagine how hard it is for admins to manually rate tf2c player if they choose to continue the current system. So I suggest` to make it available to everyone and design a new automatic based "stars" system.
 
The new "star system" will be as everyone starts with 0 stars, and be rated based on their performance with every lobby, by their own teammates, in addition to a rate that is the turnout of the game (win or lose). I am sure not everyone one will rate all 9 players every game (if its HL), and so it should be that every player should gain/ or not gain anything (if they lose the game) and not get rated by everyone. 
 
I am sure there is a better approach to all of this, but please do not criticize my thoughts, rather try to acknowledge the current dilemma and propose possible solutions.
