The green button for suggestions leads to http://forums.tf2cen...ts-suggestions/
At least I cannot start a new thread there.
In contrast, the bug report link also goes to a readonly forum but at least it points you to a form where you can post a bug report (i.e. the one I am using now). However no such form exists for suggestions.
Possible solutions:
1) Merge the suggestion forum into the report forum
or
2) Add a "Submit suggestion" form and document it similarly to the bug forum
