Having a reliability percentage does nothing to prevent people from joining and quitting immediately after. I feel like there needs to be a more harsh punishment for leaving like being banned for x amount of time.

I feel like this is too harsh tbh. I'd rather leave it at the realibility. But it's really not my decision. The reason why is it would just really make the community really mad about leaving just 1 lobby. Especially if they are banned. I think that it should still be the same way due to the reason it being easy for the players to leave if they have to go somewhere. Or just are not really in the mood of playing the lobby. Either way people are always there to take the sub spot.

The bans grid will be flexible like the Mumbility one. So 30-45 minutes ban as a first punishment for "not really in the mood of playing the lobby" seems bearable enough and, on other hand, may be the effective mood corrector.

If you are doing this. I'd do 15 for the first ban , 30 for the 2nd. And 1 hour for the 3rd. 6 hours for 4th , and 5th for the 12 or 1 day... I don't want it to be too harsh due to it being too much of a minor thing.

Nah I'd say if the bans are identical to the mumble one, it's fair enough. 30 mins honestly isn't long, and if it's due to a stupid issue (ex. lost connection) and the player can fix it later on, there's like 0 problems!
On a sidenote, what about self-reps? Some people use self-rep for serious stuff but others still use it to ragequit...

+1 Can't wait until this is implemented. Nothing more frustrating than losing a close game because your medic has been afk in spawn for 2 rounds and subs are scarce!

Maybe we can force those who abandon a match to complete a full lobby as Medic or Heavy before they are allowed back in the "Priority pool"
