The 500 hour minimum in-game time requirement is quite shortsighted. The competitive scene in TF2 is dying, if not TF2 in and of itself is dying. You do not need to appeal to the veterans of the game, because they obviously want to keep playing it, or they wouldn't have 500+ hours. You need to appeal to new players so that they'll keep playing the game and potentially bring in a larger playerbase. This is not done by restricting the new players and preventing them from playing competitively. This is done by allowing them to join the competitive scene and improving themselves, thereby making their gaming experience more enjoyable. I believe that the requirement for players to have 500 hours or more in-game is laughably outdated, and removing it would be an infallible solution to the declining playerbase.
Pros/Cons:
Pros: More players using your site
Players can get teaching and support from more experienced players on your site, meaning more site traffic
More players potentially can mean more donators, meaning further improvements to the site, meaning more site traffic
Cons: Experienced players may not want new players in their games, but they can just use the in-lobby hour limiting option to prevent this
