IE supports them too in a different way, in the github project linked that provides a unified API for notifications apparently there's some way to do it. I haven't personally tried it, though.

I've updated my TamperMonkey/Grease Monkey script to work with TF2Center again, and it seems to still work (I'm not sure what has changed recently with TF2C, but I don't believe they have Webkit notifications yet)
