We were playing the lobby, suddenly someone asked, if the lobby ended, because he already got the logs on the lobby page.
I tabbed out and checked, and there was indeed the message "Lobby closed: EXCESSIVE_SUBS".

Our lobby didn't request a single substitute, so this doesn't make any sense.

Maybe it's a glitch in the report system, someone tried to report the medic (who ragequitted) a few seconds before the lobby closed.
And there was no tf2center-console-response like "reporting player, blabla 1/4".
